If your orders bring you to Southern California for two or three years, renting is usually the safer default. Buying makes sense mainly when you would be comfortable keeping the home as a rental after your next move, because buying and then selling within a short tour means paying transaction costs twice in a market you can't time.
Your housing allowance doesn't settle the question. Basic Allowance for Housing (BAH) is set by your pay grade, dependency status and the ZIP code of your permanent duty station, so it is the same whether you rent near the gate, rent in Orange County or buy.
Four installations within commuting range of Orange County
- [Joint Forces Training Base Los Alamitos](https://calguard.ca.gov/jftb_losalamitos/): a California National Guard training base in Los Alamitos that supports Guard units and other Defense Department organizations.
- [Naval Weapons Station Seal Beach](https://cnrsw.cnic.navy.mil/Installations/WPNSTA-Seal-Beach/About/): headquartered in Seal Beach, on the northwest corner of Orange County; it supports the supply of missiles, torpedoes and other ordnance to most of the Pacific Fleet.
- [Marine Corps Base Camp Pendleton](https://www.pendleton.marines.mil/About/): more than 125,000 acres in North San Diego County, with Orange County along its northern border and the main gate in Oceanside off I-5.
- [Los Angeles Air Force Base](https://www.losangeles.spaceforce.mil/About-Us/Newcomers/): in El Segundo, about two miles south of Los Angeles International Airport, and home to the Space Force's Space Systems Command.
Commute corridors
Los Alamitos and Seal Beach. Both bases sit near where I-405, I-605 and SR-22 meet, close to the Los Angeles County line. West Orange County cities such as Cypress, Garden Grove, Westminster, Fountain Valley and Huntington Beach connect by I-405, SR-22 and Pacific Coast Highway, and Long Beach is just across the county line.
Camp Pendleton. I-5 is the main route. San Clemente borders the base's northern side, where the San Onofre and Cristianitos gates are, while the main gate is at the southern end in Oceanside. Commutes from Dana Point, San Juan Capistrano, Laguna Niguel and Mission Viejo funnel onto I-5. The base is large, so ask your sponsor which gate your unit uses.
Los Angeles AFB. The usual route is I-405 north through Long Beach and the South Bay. The base's military family housing is at Fort MacArthur in San Pedro.
Central Orange County. Irvine, near where I-5 and I-405 meet, can suit a household with commutes in two directions.
Drive times change with the hour, so test the route at your actual report time before you sign a lease or write an offer.
How BAH works around Orange County
BAH is paid to members on permanent duty in the 50 states who aren't furnished government housing. The rate depends on pay grade, dependency status and permanent duty station ZIP code, and the Defense Travel Management Office (DTMO) publishes the tables. Where you choose to live does not change the rate.
Dependency status is yes or no: BAH has a with-dependents rate and a without-dependents rate, and the number of dependents doesn't matter.
DTMO groups ZIP codes into Military Housing Areas (MHAs). In the 2026 tables, the duty ZIP codes for JFTB Los Alamitos (90720), NWS Seal Beach (90740) and Los Angeles AFB (90245) all fall in the Los Angeles, CA MHA (CA037), while Camp Pendleton (92055) has its own MHA, Camp Pendleton, CA (CA024). For example, the 2026 monthly rate for an E-5 is $3,882 with dependents and $3,048 without in CA037, and $3,963 and $3,093 in CA024. Enter the duty station ZIP code from your orders and your pay grade in DTMO's BAH calculator to find yours.
Three more rules matter for a housing decision:
- BAH isn't meant to cover every housing cost; the rates build in a cost-sharing reduction of 5% of the national average for each pay grade.
- New rates take effect each January 1, and individual rate protection keeps you at the higher of the new rate or your December 31 rate unless you PCS, drop a pay grade or change dependency status.
- Guard and Reserve members on active duty for less than 30 days receive a non-locality rate; your finance office can confirm which applies.
Because BAH is the same either way, compare it with the full monthly cost of each option: rent plus renters insurance, or mortgage, property tax, insurance, HOA dues and maintenance.
The buy-versus-rent test for a two- to three-year tour
Buying for a short tour risks a forced sale when your next orders arrive, whatever the market looks like. The better question is whether you would keep the home as a rental. If yes, tour length matters much less.
Renting tends to fit when:
- Your orders or report date could change.
- You would need the sale proceeds for your next home.
- You don't want to manage a rental from another state or overseas.
- On-base or privatized housing works for your household.
Buying tends to fit when:
- Realistic rent would cover most or all of the mortgage, property tax, insurance, HOA dues, management and a repair reserve.
- You will still have cash reserves after closing.
- Your career field or retirement plans are likely to bring you back to Southern California.
- You are prepared to follow California landlord rules or hire a property manager who does.
What renting the home out later involves
- Rent caps and just-cause rules. California's statewide rent cap and just-cause eviction rules (Civil Code 1947.12 and 1946.2) exempt many individually owned single-family homes and condos, but only if tenants get a specific written notice. Some cities add their own rules.
- HOA leasing rules. State law bars an HOA from prohibiting or unreasonably restricting long-term rentals, though it can ban rentals of 30 days or less. Read the leasing rules before you buy.
- Military tenants. A service member tenant has the same SCRA right to end a lease on PCS orders described below, so budget for turnover.
- Insurance. Homeowners policies generally exclude losses to a house vacant 60 days or more. Tell your insurer before you move out and ask how to cover the home as a rental.
- Taxes at sale. The exclusion of up to $250,000 of gain ($500,000 for qualifying joint filers) normally requires two years of use as your main home within the five years before the sale. On qualified official extended duty, generally orders of more than 90 days to a duty station at least 50 miles away, you can suspend that five-year window for up to 10 years. Gain equal to depreciation can't be excluded. See our capital gains guide.
The VA loan occupancy rule and using your benefit again
For program basics, see our VA Loans 101 guide.
Occupancy. Federal law requires you to certify that you intend to live in the home, and VA's lender guidance treats moving in within 60 days of closing as a reasonable time. If you're on active duty and can't move in, your spouse's occupancy can satisfy the rule, and VA treats a deployment from your permanent duty station as temporary duty that doesn't prevent you from meeting it. The rule looks at your intent when you buy, and VA's guidance itself describes a veteran renting out a VA-financed home after a transfer.
Using the benefit again. If you keep the first home, the entitlement tied to that loan stays in use. For your next VA purchase, remaining entitlement is 25% of the FHFA one-unit loan limit for the county where you buy, minus the entitlement in use, and most lenders want entitlement, a down payment or both to cover at least 25% of the loan. You can have entitlement restored after you sell and pay off the loan, or when a qualified veteran assumes it and substitutes their entitlement. If you pay the loan off but keep the home, you can restore entitlement one time.
Your lease rights under the SCRA
The SCRA lets you end a residential lease early if you signed it before entering service, or signed it while in service and then received PCS orders or orders to deploy for at least 90 days. A later stop movement order can also qualify if you signed the lease on PCS or deployment orders.
Deliver written notice and a copy of your orders to the landlord or the landlord's agent, by hand, private carrier, return-receipt mail or an electronic method the landlord has designated. With monthly rent, termination takes effect 30 days after the next rent due date following delivery: notice delivered June 10, with rent due on the 1st, ends the lease July 31.
The landlord can't charge an early termination fee. You owe prorated rent through that date and charges such as excess wear, and rent prepaid for later periods must be refunded within 30 days. Separation and retirement orders count. The rule also helps on the way in: PCS orders to Southern California let you end the lease at your current duty station.
California property tax and insurance basics
California limits the general property tax levy to 1% of assessed value plus voter-approved charges, reassesses a home to market value when you buy, and caps later increases in assessed value at 2% a year; expect a supplemental bill after closing. See Orange County property taxes explained.
Your lender will require homeowners insurance; standard policies exclude earthquake damage, though California insurers must offer earthquake coverage for an added premium, and a landlord's policy doesn't cover a renter's belongings. Our guide to the true cost of owning in Orange County covers insurance costs.
How Remark Homes helps on a PCS move
Remark Homes is a veteran-owned brokerage in Tustin; read how military service shapes our approach. We map commutes to your gate at your report time, run the buy-versus-rent numbers with a rental test, check HOA leasing rules before you write an offer, and coordinate with your VA lender on occupancy and entitlement. Frequently asked questions
Does my BAH go up if I live farther from base?
No. BAH is based on pay grade, dependency status and your permanent duty station ZIP code, so it is the same whether you live in Irvine, Long Beach or San Clemente.
Can I buy with a VA loan and rent the home out after my next PCS?
Yes, if you intend to live in it when you buy, generally moving in within 60 days of closing. Keeping it ties up part of your entitlement, which can limit no-down-payment borrowing on your next home.
Can I break my lease if I get PCS orders?
Yes. Under the SCRA, give written notice and a copy of your orders; with monthly rent, the lease ends 30 days after the next rent due date, with no early termination fee.
